Fraudulent Emails Not Sent by APA

Recently, several APA members have reported receiving fraudulent email messages from APA. One example reported comes from "[email protected]" with "IRS Update" in the subject line. Another example comes from "apa" with "APA Review 04-05-17" in the subject line. These are not a legitimate APA communications, but the unauthorized action of third parties not associated with the APA. If you receive these or any other suspicious email, do not follow any links provided or click on any attachments. AHCA Passed by House

The House of Representatives has passed the American Health Care Act (AHCA). The AHCA would effectively repeal and replace many provisions of the Affordable Care Act (ACA), including the employer and individual mandates. The legislation faces an uncertain future in the Senate.


Legislation Allowing Employers to Offer Comp Time Advances in Congress

The House of Representatives has passed H.R. 1180, the Working Families Flexibility Act of 2017, which would amend the FLSA to allow private sector employers to offer compensatory time in lieu of overtime pay.


IRS Releases Updated Form
941-X and Instructions

The updated Form 941-X, Adjusted Employer's Quarterly Federal Tax Return or Claim for Refund, and the Instructions for Form 941-X are available on APA's Forms, Pubs, Info website (login required). A new Line 14 has been added to the Form 941-X to accommodate reporting of corrections to the small business payroll tax credit for increasing research activities.


Potential FUTA Credit Reduction States for 2017

The U.S. Department of Labor released its list of potential FUTA credit reduction states for 2017. California and the Virgin Islands continue to have outstanding Federal Unemployment Account loans, and therefore might be subject to a FUTA credit reduction for 2017. The state and territory were also subject to a credit reduction for 2016.


New York DOL Appeals Decision Invalidating Burdensome Paycard Regulations

The New York State Department of Labor recently filed an appeal of the New York Industrial Board of Appeals' decision revoking burdensome regulations regarding payment of wages by direct deposit and paycards because they were invalid.
