GRTF Payroll Card Subcommittee

In recent years, the American Payroll Association and its members have observed an increased interest in the development, deployment, and use of payroll card programs by payroll professionals and their employers to electronically pay their workforce, especially those who are unbanked.

As one can imagine, this increased employer interest in payroll cards has created legal questions about their deployment and use within some states as well as how federal regulations and rules relating to consumer banking protections may eventually apply to the cards when issued and used by workers. How these legal questions are ultimately resolved by policy makers and regulators will have long-term consequences on the practical use of these cards by employers and their workers.

With this in mind, APA has launched a new Subcommittee on Payroll Cards under the umbrella of the Government Relations Task Force. The purpose of this subcommittee is to create an active group of APA members who will help:

  • Monitor federal and state legislation and/or regulatory actions that could adversely impact the ability of employers to successfully deploy payroll cards to their employees,
  • Proactively educate the appropriate federal and state policymakers and regulators about the benefits and merits of payroll cards to employers and their employees, and
  • Share legislative and regulatory compliance information, findings, and trends with APA members relating to the cards so that they may make informed decisions about the future deployment of them within jurisdictions where their organizations have employees
This subcommittee conducts regular conference calls to discuss all of the issues above.
