According to the Pelorus Group, an independent research firm, the number of paycards in circulation in 2006 was 7 million. This is a more than three-fold increase from the 2.2 million cards reportedly in circulation in 2004, and the number is expected to increase to 17.5 million in 2010.

If electronic delivery is not available, the employer can print the pay stubs and distribute them to employees at the workplace. Mailing is also an option so long as the information is available in a timely manner....

Q. I am curious about paystubs for direct deposit employees. When you implement a paycard, say through Visa if that is the paycard company you are using, employees can go online and view their paystubs. What about employees on direct deposit to whom we already provide paystubs? Is there a way that employees on direct deposit can view their paystubs online through Visa? Q: I'd like to know how we can get Oregon to allow employers to legally offer employees only paycard or direct deposit. I was thinking that if they aren't willing to allow employers to limit employees to those two choices, could an employer use the opt-out choice by telling employees that if they don't submit bank information for direct deposit, they'll be paid by paycard unless they opt out in writing?  M.R.

Q: Are there any specific restrictions with regard to paying college students working on campus via a payroll card? I have heard that even if a state allows pay cards, colleges cannot make it mandatory for students due to restrictions on providing credit cards to minors or students. Do you know if this is true and if so can you point me to documentation to that fact? Also, can you spend more than is on the card?  P.R.
